KB: Agility Grid Error – Wisys.Filter.v6.0 Blocked by Application Control Policy (0x800711C7)
Windows Smart App Control blocks Wisys.Filter.v6.0.dll from loading, so Agility grids throw an error when you close them. To fix it, turn Smart App Control off on the affected PC.

When the user closes an Agility grid view, this message appears:
Error closing view: Could not load file or assembly 'Wisys.Filter.v6.0, Version=6.0.0.0, Culture=neutral, PublicKeyToken=d4b796d0938a3312' or one of its dependencies. An Application Control policy has blocked this file. (Exception from HRESULT: 0x800711C7)
- The grid may open with a blank layout or without its filter panel.
- It often starts right after a WiSys update or on a new or rebuilt Windows 11 PC.
- Other PCs on the same WiSys version work normally.
Root cause
The block comes from Smart App Control, a Windows 11 policy whose internal name is VerifiedAndReputableDesktop. It is not a WiSys, SQL Server or ERP fault.
Smart App Control only lets a DLL load if it has a valid Authenticode signature or a good cloud reputation. Wisys.Filter.v6.0.dll is strong-named (PublicKeyToken d4b796d0938a3312) but not Authenticode-signed, so Windows treats it as untrusted. The DLL loads from the GAC, which is why unblocking files in the WiSys Bin folder doesn't help.
How to confirm
- Open Event Viewer and go to Applications and Services Logs → Microsoft → Windows → CodeIntegrity → Operational.
- Look for an Event ID 3077 error at the time of the failure. It reads: "Code Integrity determined that a process (…\WiSys\Bin\Wisys.Agility.exe) attempted to load …\GAC_MSIL\Wisys.Filter.v6.0\…\Wisys.Filter.v6.0.dll that did not meet the Enterprise signing level requirements…"
- Note the Policy ID in that event. Smart App Control's begins with
0283ac0f-fff1-49ae-ada1. - Confirm the policy is enforced. Open PowerShell as Administrator and run:
CiTool -lp | Select-String -Context 0,6 "0283ac0f"
If the output shows Friendly Name: VerifiedAndReputableDesktop with Is Currently Enforced: true, Smart App Control is the cause.
If the event shows a different Policy ID, the block is coming from the customer's IT-managed WDAC or AppLocker policy. See Notes below.
Resolution
- Close Agility Explorer and all other WiSys applications.
- Open Windows Security → App & browser control → Smart App Control settings.
- Select Off and confirm. You need local administrator rights.
- Check that the policy is no longer enforced:
CiTool -lp | Select-String "VerifiedAndReputable"
The policy should be gone or show Is Currently Enforced: false. If it still shows as enforced, restart the PC.
- Relaunch Agility Explorer, open the grid (e.g., Pick List Management) and close it. It should close without the error.
Verified: the fix was tested and resolved the issue on 2026-11-05.
Notes
- Turning it back on: on older Windows 11 builds, Smart App Control can't be switched back on without resetting or reinstalling Windows. Tell the customer this before you turn it off.
- Get the customer's approval: Smart App Control is a security feature. Have the customer or their IT team agree to the change and note that on the ticket.
- IT-managed policy (WDAC / AppLocker): if the 3077 event shows a different Policy ID, don't change anything locally. Send the customer's IT team the event details and ask them to allow the WiSys install folder, the GAC assemblies, or the WiSys publisher or file hash.
- What doesn't work: running
Unblock-Fileon the WiSys Bin folder, reinstalling WiSys, or deleting the roamingStartup.xmlwon't fix it, because the GAC copy of the DLL is still blocked. - Long-term fix: the event logged right next to the 3077 (Event ID 3089) shows the DLL's signature details. Escalate to Development to have the WiSys v6.0 assemblies Authenticode-signed, so customers can keep Smart App Control on.
